Pan-Latin hotspot Carnivale's perpetual party atmosphere, cavernous dining rooms, and over-the-top décor might scream "tourist trap," but the food and cocktails — like super-fresh ceviche, rich ropa viejo with plantains, and the cinnamon-sweet horchatatini — are always worth a taste.
