With its cockney delivery and slice-of-life vignettes of working-class Britain, Jack Peñate's '07 debut Matinee was a logical RIYL sell to Lily Allen fans. But Peñate's version of 2-tone revival, best heard on the bubbly hit "Torn on the Platform," feels scrappier and more lived-in — imagine a stripped-down English Beat, or Ted Leo minus the righteous indignation. Everything Is New, which dropped in June, keeps truck with the debut's new wavey, ska cheer, but Peñate also finds room for elements of tropicalia and world beat. Check out the addictive single "Tonight's Today," Tom Ze effervescence uprooting the Paul Weller classicism.
