Hurricane Katrina presents a real challenge for filmmakers: it's difficult to effectively capture the legacy of a disaster that still afflicts many Americans, especially while others behave as if such failures of government and infrastructure only take place on faraway continents. In Trouble the Water, co-directors Tia Lessin and Carl Deal tackle the problem by combining their own footage with that of local filmmaker and aspiring rapper Kimberly Roberts, whose life was completely upended by the catastrophe. The resulting documentary looks with clear eyes and a resoundingly open heart at the strength shown by those in the Katrina diaspora — as well as at how those survivors have been let down by their protectors.
