In this semi-musical set in Winnipeg during the Great Depression, a legless beer baroness played by Isabella Rossellini organizes a contest to find the saddest music in the world. Musicians from around the world descend on the city to try and win first place - a $25,000 prize. Estranged brothers Chester (Mark McKinney), posing as a happy-go-lucky American and Roderick (Ross McMillan), a grieving father representing Serbia, end up facing off in the competition as family secrets are revealed.
